Favourable domestic and foreign economic conditions in the country positively affected the main parameters of the state budget. This is stated in the annual report of the National Bank of Kyrgyzstan.
The revenue side of the budget was characterised by a significant increase in both tax revenues, which was mainly due to the growth of economic activity in the country and an increase in the volume of imports, as well as non-tax revenues and official transfers.
The fiscal policy has preserved the social orientation of public spending. As a result, the budget deficit decreased from 4.4% of GDP in 2016 to 3.2% of GDP in 2017. In nominal terms, the budget deficit amounted to 16.5 billion som.
State budget revenues from operating activities amounted to 149.4 billion som or 28.7% of GDP, increasing by 14.4% in 2017.
Tax revenues, which account for the bulk of the budget revenues, amounted to 103.4 billion som, with an increase of 10.2% compared to the same period of 2016.
Tax revenues at 66.9% were provided by receipts from the State Tax Service and 33.1% from the State Customs Service. In 2016, the ratio was 68.7 and 31.3%, respectively.
In accordance with the legislation of Kyrgyzstan, in 2017, 70% of the National Bank's profits transferred to the state budget, which amounted to 2.6 billion som.
