The day before, the head of state, Sadyr Japarov, signed the constitutional law On the Cabinet of Ministers of Kyrgyzstan, adopted by the Parliament on October 6, 2021. The document defines the system of executive authorities and regulates the procedure for the formation and organisation of the activities of the Cabinet, the rights, duties, responsibilities, and guarantees of its members.
The new composition and structure of the cabinet of ministers is being discussed today. In particular, everyone is worried about the candidacy of the future head of the Cabinet the current Deputy Prime Minister, Minister of Economy and Finance Akylbek Japarov is nominated for this post. This option seems unacceptable to some.
Akylbek Japarov is indeed a very controversial character in the social and political life of Kyrgyzstan. He has a mass of skeleton in his closet and an image of the Kyrgyz Chubais.
Arguments against Japarov as the head of the cabinet are related to how he manifested himself in the political arena. The main complaints against him are due to the fact that, being a politician, Akylbek Japarov worked with everyone. Frankly speaking, in this regard, he is no better and no worse than other representatives of the domestic establishment: cunning, on his own mind, negotiable, easily adapting to any ruling regime. This counts for Japarov, both plus and minus.
On the other hand, Akylbek Japarov is a person who understands the real economy and finance. He has practical experience in this area, and not at the local level, but at the state level.
These qualities of Japarov make him the most suitable candidate for the role of head of the cabinet in the current circumstances. The economy of the republic is now, to put it mildly, in decline, ahead, most likely, a very difficult winter in terms of energy. At the same time, the state is expected to fulfil all its obligations to citizens, for which it is necessary to replenish the budget in a timely manner. A professional like Akylbek Japarov knows where to find money to prevent a crisis and is able to solve all problems.
It is understandable that before he had the opportunity to test all his economic talents in such harsh conditions. So now Japarov has a great chance to prove himself. As a result, he will either reanimate our economy and find a way to give new impetus to its development, or justify the forecasts of his haters and drive the CD into an even bigger hole. Everything is in his hands.
