Head of state addressed parliament, where his speech on the occasion of several ministers taking the oath of office essentially became an announcement of a new stage in the fight against corruption. Sadyr Japarov made it clear that he intends to crush the vicious system of bribery and embezzlement, and called on deputies not to sit idly by but to take an active part in this.
The President openly admitted that officials who abuse their positions for personal enrichment remain in the state administration system. The selection of a candidate for the post of Head of the Ministry of Emergency Situations indicates that it is time to radically change personnel policy.
"Yesterday, out of 10 candidates proposed for the post of Minister of Emergency Situations, 9 turned out to be corrupt. Such a conclusion was issued on them. Various facts were revealed for almost every candidate. You consider one — he turned out to be involved in one case. You propose a second — he is involved in another case. The third is in various schemes. Do we have no normal and clean personnel left in the civil service? We barely found a suitable candidate," the head of state emphasised, addressing parliamentarians.
The head of the republic also urged deputies not to be observers from the side. Corruption destroys the foundation of the state and hits the vulnerable layers of society hardest. The state administration system, affected by abuse, bribery, and extortion, ceases to serve the interests of the country, which calls into question the implementation of social programmes and the achievement of intended development goals.
"There will be no mercy for anyone, even if it is a biological brother. However, my brothers and children do not work in the civil service, so my soul is at peace. A corrupt official is more dangerous than a murderer. A criminal kills one person, but a corrupt official destroys an entire state. Therefore, I ask you, help in the fight against corruption. If you see theft or corruption in power, speak openly about it from the rostrum. This will be your help. Fear no one, I will be on your side and will protect you," Sadyr Japarov stated, speaking in the Parliament.
In fact, the President announced a new stage of the fight against corruption in Kyrgyzstan. As security expert Edil Marlis uulu notes, the country's leader wants to unite the efforts of all branches of power to clear the country of the white collar mafia.
"The President made it clear that not only the security bloc in general or the SCNS in particular should fight corruption. After a series of rotations in the special services, the head of state keeps the situation under personal control, meaning he leads this process and directly manages it. Now it is not a question of political will, but a determination to fulfill the promise given to the people – to break the vicious system to the end. The head of state spoke very important words in the Parliament because for many years our parliament remained toothless. The mission of many deputies was limited only to sitting in their chairs and pressing buttons. Now the country's leader calls on lawmakers to prove themselves as statesmen, to be brave. Unlike ordinary citizens, deputies have a rostrum, so if they have incriminating information, they should not hide," Edil Marlis uulu points out.
At one time, President Sadyr Japarov, while a deputy, openly declared corruption at Kumtor. Are there such people's representatives now? Given the rapidly changing political situation, this question ceases to be rhetorical and moves into the category of topical ones. Real actions and support for the reforms carried out in the country are expected from parliament.
In his speech, the President also raised the issue of forming a personnel reserve. There should no longer be situations where candidates with a dubious reputation are presented for a vacant position in the government.
As expert Ulugbek Eresheev notes, when it comes to the development of the country and the implementation of plans for the future, corrupt elements and their manifestations not only call into question the achievement of the set tasks but also create a direct threat to the stability of the state and undermine public trust in government institutions.
"The personnel reserve, if it consists of good specialists and professional managers, is a kind of bench in the government team. If some direction sags or needs strengthening, several candidates with a clean biography will be presented at once to replace one leader. That is, the replacement of an outgoing minister will take place quickly and painlessly. We will forget what a staff shortage is, and this is important given the ambitious tasks facing Kyrgyzstan," Ulugbek Eresheev summarised.
As representatives of the expert community emphasise, a competently built personnel policy is one of the important elements of the fight against corruption. This is a path that may not be easy, but if the vertical of power possesses additional elements of protection against bribetakers and embezzlers, the situation will gradually improve. The main thing is to continue the reforms started and methodically achieve the set goals.
