Kyrgyzstan budget reaches record 1 trillion som in 2025

Deputy Chairman of the Cabinet of Ministers and Minister of Water Resources, Agriculture and Processing Industry Bakyt Torobaev attended a board meeting of the Ministry of Economy and Commerce on 10 February to review the results of 2025.

According to the Cabinet press service, Torobaev stated in his speech that 2025 entered the history of Kyrgyzstan as a year of economic reliability, stability, and large-scale transformations.

"Despite global challenges, we managed to maintain high development rates. We understand well that sustainable development is impossible without stability. In 2025, socio-political and economic stability was ensured in the country. On this basis, the volume of the consolidated budget exceeded 1 trillion som," Torobaev emphasised.

He noted that this became a significant milestone in the financial history of the state. Compared to 2020, the country's budget grew almost fivefold: from 247.8 billion som to 1.101 trillion som in 2025.

"Our main success is not just dry figures, but qualitative changes in the structure of the economy. The economy has confidently transitioned from a consumer model to an investment-industrial one. Based on 2025 results, GDP grew by 11.1% and approached the historical threshold of 2 trillion som in real terms. This is a logical result of the steady growth trend of about 10% in recent years," the Deputy Chairman noted.

According to him, economic activity in the country has significantly increased. As a result of consistent reforms and state support in 2025, substantial results were achieved in socio-economic development.

Thus, the processing industry showed growth of 30.1% compared to 2024. The service sector became one of the key drivers of the economy: its volume exceeded 1 trillion som, reaching 1.0116 trillion som with a growth of 10.9%. Compared to 2020, the service sector grew 3.5 times.

The construction sector demonstrated significant growth. While in 2019 the volume of gross construction output was 172 billion som, in 2025 it reached 438.4 billion som, increasing 2.5 times. Capital investments also grew substantially: from 6.1 billion som in 2021 to 51.9 billion som in 2025, testifying to the accelerated development of the industry.

Sustainable development was also ensured in agriculture: the volume of gross output in the industry grew from 249.5 billion som in 2020 to 459.7 billion som in 2025, almost doubling.

Within the framework of strategic planning, the Action Plan for the National Development Programme until 2030 was adopted, defining priority directions and key tasks. The document includes major projects of national importance, including the construction of the China-Kyrgyzstan-Uzbekistan railway, which has entered the active phase of implementation.

The construction of Kambarata HPP-1 remains a priority, along with wind, solar energy, and small hydroelectric power plant projects implemented through international cooperation.

Special attention is paid to tourism development. The promotion of the Ala-Too Resort, Chatkal Resort, and other tourist clusters is vital.

Work continues on the creation of the Tamchy special financial and investment zone, designed to attract additional investment and stimulate business activity.

Following the board meeting, Bakyt Torobaev gave several instructions to the Ministry of Economy and Commerce, emphasising the need for consistent interaction and strengthening measures for the timely and high-quality implementation of priority projects.
