Voters number tops 4.2 million

As of 1 October 2025, the number of voters stands at 4,287,000. Tynchtyk Shainazarov, the head of the Central Election Commission (CEC), informed journalists of this.

He noted that, in accordance with the constitutional law on the election of the president and deputies of the Jogorku Kenesh, Kyrgyzstan has been divided into 30 districts.

"If you divide the aforementioned number of voters by 30 districts, the average is 142,900 voters per district. When forming the districts, geographical components were definitely taken into account, as I indicated above, this is the number of voters that should be in the districts. Nevertheless, the constitutional law adopted by our country's Parliament has a deviation norm of plus or minus 20 per cent. The legislator introduced this norm so that the geographical location would be taken into account," he said.

Shainazarov cited the Kara-Suu district as an example, where the number of voters is approximately 250,000, and therefore part of the rural administrative districts of the Kara-Suu district were attached to the Chon-Alay and Aravan districts, and part to the Uzgen district, as was also done with Bishkek.

"For example, part of some municipal territorial departments (MTDs) were attached to the Alamedin district because, after the administrative territorial reform of the Alamedin district, a large part of it became part of Bishkek. Consequently, the Alamedin district became smaller in terms of the number of voters.

To maintain the norm of about 142,000 voters, while not violating the geographical location of these settlements, we transferred some precincts from Bishkek to the Alamedin district. And in this way, this principle was maintained and implemented throughout the country," the CEC head added.
